Yes you can, use Creat ISO2GOD
http://dwl.xbox-scene.com/xbox360pc/isotools/CreateIsogood(English).rar
Then you can use GOD2ISO to convert it to iso

Actually this wont work. Every Xbox 360 game has random padding in it which we cant just create ourselves (as it is random). That is the reason why the size of JTAG rips vary with every game. Some games have a lot of data so the actual files might take up 6GB of space, so assuming this is a XGD2 game, the remaining 1.3GB is simply random padding added by developers. At this moment we cannot just mimic or copy random padding that developers add to their games and for this reason we cant just make an ISO from a JTAG rip and use it on a flashed console.

Taking the above example, if the size of a JTAG rip is 6GB, createISO will only create an ISO of 6GB and not 7.3GB (which is the size of XGD2 games). This ISO will not work on your flashed console as the xbox would expect a XGD2 ISO.

I read an extremely interesting discussion about this on a forum, if i can find a link of that topic i'll share it with you guys.

Seems pretty logical to me. Converting ISO 2 GOD format is one way ticket. The opposite would be like reconstructing a car piece by piece and leaving the doors and the wheels out!

You can convert an ISO extract to ISO and the go trough ISO2GOD and have a functional game.

i didnt test it before , but if we use the IMGBurn tool and press create iso file from files, the thing will still be unsuccessful because of the random padding right?

Yes. There wont be any random padding in the ISO among other things.
